Dear Mayor Mufi Hannemann,

I am concerned about the proposed expansion of the Turtle Bay Resort on the North Shore, Oahu. This project was designed and approved based on conditions that existed twenty years ago. Times, laws, circumstances and community needs have changed. I am concerned that another development on the North Shore would be detrimental to the entire island.

There are several unresolved issues surrounding this development that should be answered before the City issues permits for the project to move forward. For instance:

- What are the widespread effects of this development on the already unacceptable traffic situation on the Kam Highway and elsewhere? Will the road from Haleiwa to Hau'ula need to be widened to accomodate for the extra traffic? If so, who will pay for that, and what will happen to the people with homes alongside the road now?

- Kuilima developers have promised increased public access and parking. However, with 3500 new hotel and condominium units, will local residents realistically be able to make use of these amenities? How will our recreational and cultural spaces not be compromised by an influx of tourists seeking access to the same spots?

- Should developers be allowed to continue using old affordable housing standards, especially at a time when housing in Oahu costs more than ever?

- How will this development affect Oahu's tourism industry? Tourists go to the North Shore for the "country" and "rural" atmosphere. If that no longer exists, tourists will not go for the unique experience that exists now.

The Honolulu City Council has the power to revoke or modify existing zoning and land use permits (Honolulu Revised Ordinances 25-9.6). Please demand that these issues be addressed - Defend the interests of the community by reviewing and amending or modifying the Special Management Area Permit granted in Resolution 86-308 to protect the environment and community.

"Dear Mayor Hannemann, On behalf of myself and my colleagues who have made annual visits to the North Shore of Oahu since 2000, we urge you to take action against Turtle Bay's agenda and other agendas that would destroy the small town county charm that is only left on the North Shore. Investors and developers seem to not grasp why the north shore holds so much value to Oahu’s visitors. The rest of Oahu is filled with concrete, traffic, and chaos, and many tourists often wonder where the Hawaii they pictured was. Well, it is on the north shore, and it is the last place left on Oahu that has a beautiful, serene, natural “Hawaii” feel. If these plans were to be carried forth, it would invite more traffic and chaos and begin to diminish the allure of the North Shore and of Oahu, for that matter. It already has a delicate balance of nature and tourism, and any more tourism would tip the scales in the wrong direction."

"I am not impressed by all state government officials for their nact to create laws for their benefit and interest and not the interest of the communities that have voted them into thier positions. To attract developers and contractors for more tax payers for the continued government manipulation of people and communities. Developers to purchase beach front properties which have national critical endangered species list (green sea turtles,hawaiian monk seal and sea birds) just to name a few on the beach and coast line. Why was the Hawaiian Monk Seal that was born at Turtle Bay Resort kept out of the media, to attract developers and the County and State accepted and approved their proposals. developers "At will" Law is not for the best interest and benefit of the communities, to earn a liveable livestyle. The "At will" benefits benefits commerce private and governement entities. Working class has no benefits of nay kind. These current practice and actions by political officials, of taxing people for a transit system that will utilized by a portion of the community, yet Windward, North Shore and all other counties are taxed. This is another sue job waiting to happen. Super ferry is just another example which the state approved without the proper application of required documents in accordance to state and federal policies, to operate. This is a sue job waiting to happpen for the community to pay for the government officials. How ironic!!!!!"

"I understand that if Turtle Bay Resort is expanded, more jobs will be available, however, I think the people of North Shore should vote on whether they want it there or not. The North Shore is the only side of the island that is untouched from many years back. My grandmother and grandfather was born on the beach of the North Shore and to see it being turned into a future "Waikiki" area is appalling. The resort is appealing to tourists because they can get away from the noise, traffic, and congestion, to escape to the quiet, calming, beaches of the North Shore. If you go through with this one expansion, who's to say that the next expansion won't be stopped? Keep the country, country. It's the last Oahu has, that's left the way it was, and the people of the North Shore like it that way."
